The main function of Lietuvos Energija AB in its role of Transmission System Operator is to ensure efficient and reliable operation of the Lithuanian power system.
Management and development of the transmission grid
Lietuvos Energija is responsible for management of the transmission grid of Lithuania’s power system and the interconnection lines with other power systems, its operation, co-ordinated development as well as for the integrity and compatibility of the electricity system. The company provides electricity transport service and ensures non-discriminative conditions for connection and access to the transmission grid; connects equipment of consumers, distributors and producers to the transmission grid; implements and maintains electricity metering in the transmission system; and ensures efficient, reliable and environmentally friendly operation of the transmission grid in the territory of Lithuania.
Dispatch control
Operative control of the Lithuanian transmission grid and co-ordination of operating conditions with transmission system operators of other electricity systems. The Transmission System Operator is responsible for the reliable operation of the transmission grid of the Lithuanian electricity system and interconnections with other electricity systems, and real-time management of the national electricity balance, ensuring energy quality in the transmission grid, provision of ancillary services necessary for secure, reliable and quality operation of the electricity system.
Ensuring the reliability of power system operation
Planning and co-ordination of the transmission grid topology, planning of the reliable operation of Lithuania’s transmission grid and its entire power system, ensuring electricity quality in compliance with the standards, and prevention of faults and outages and their removal in the transmission grid. Adequate co-operation with TSOs of other parallely operating electricity systems and of other European countries.
Operational planning
Scheduling of Lithuanian national electricity balance with regard to the scopes of bilateral trade among Lithuanian electricity market participants by ensuring the least cost service provision. It also ensures that an adequate emergency reserve of relevant quality is maintained within the electricity system.
Independence from other activities, unrelated to electricity transmission
Lietuvos Energija seeks to ensure independence of the Transmission System Operator’s decision making from other types of operations, which are unrelated to electricity transmission, as it is set forth in the Directive 2003/54/EC of the European Parliament and of the Council of 26 June 2003 concerning common rules for the internal electricity market as well as in respective legal documents adopted in Lithuania. The company has approved the Compliance Program aimed at achieving independence of the Transmission System Operator from the electricity production activity carried out in the company and establishing equal undiscriminating conditions for access to the grid and use of the transmission system for all system users in conformity with the procedure prescribed by relevant laws and regulations. Lietuvos Energija submits to the National Control Commission for Prices and Energy the report on measures which have been undertaken in implementing the Compliance Program.
